in rosa i had HTTP_PROXY,http_proxy,HTTPPROXY,httpproxy,PROXY,proxy and proxy didn't work
so i changed HTTP_PROXY,http_proxy,HTTPPROXY,httpproxy,PROXY,proxy in http_proxy and it works

your solution for konqueror and rekonq works well
it's seems in the contrary of chromium that konqueror and rekonq are not compliant with
HTTP_PROXY,http_proxy,HTTPPROXY,httpproxy,PROXY,proxy
NO_PROXY,no_proxy

for firefox i don't know.
my 17.0.1 handles env var correctly despite Bugzilla@Mozilla
